Investigating the Market Reaction to Components of Deferred Outflows and Deferred Inflows of Resources on Municipal Financial Statements

Abstract

  • Government financial statements have seen a growth in the reporting of deferred outflows of resources and deferred inflows of resources. However, very little is known about the significance of these two financial statement elements to users. Given the growth in deferred flows of resources, particularly related to pensions and other post-employment benefits, our study answers a call in Reck and Ragland (2022) and by the GASB to provide information on the importance of disaggregated components of deferred outflows and inflows of resources. We examine the association of these and other reported disaggregated deferred flows items with new bond issue interest costs. Our preliminary results indicate that some types of disaggregated deferred flows items are significantly associated with interest costs.
